Well, you can google glitter text and use an editor, but most of the time I think people use animation(which is why it glitters) programs to create letters that shine. You can make animated icons as well, which I am sure you have seen. Any image that moves needs animation tied to it, which means you need to create frames of movement- kind of like an old school flipbook.

I usually make the letters with Elmer's glue, throw a package of glitter on it, let it dry, and shake the excess off.
For computer text, I believe you would normally use an image. Photoshop and other editors can probably make it look glittery.
